Abstract:
This county-wide project was developed from multiple 1-meter ground sample distance (GSD) Color Infrared (CIR) orthophoto imagery quarter-quadrangles rectified to a horizontal accuracy of within 6 meters of reference digital ortho quarter quads (DOQQ's) from the National Digital Ortho Program (NDOP). The source imagery was collected during the agricultural growing season concurrently with the source imagery for the orthophoto quarter-quadrangles from the National Agriculture Imagery Program (NAIP). However, although the source imagery was acquired by the vendor as part of their NAIP image acquisition, this imagery product was not contracted as part of NAIP nor delivered as a NAIP contract deliverable. The tiling format of this imagery is based on a 3.75' x 3.75 ' quarter quadrangle with a 300 meter buffer on all four sides formatted to the UTM coordinate system using NAD83. This imagery may contain as much as 10% cloud cover per tile. The file was generated by compressing quarter quadrangles tiles that cover a county. Target values for the compression ratio are 15:1 and the maximum N-levels are used.
Purpose:
This data depicts geographic features on the surface of the earth and is intended to provide ancillary imagery for the evaluation of current agricultural conditions. It may be useful for a variety of purposes including land use planning, natural resource assessment and for disaster response to provide current pre-event imagery; however, it is not intended to be a regulatory tool. Orthophoto imagery quarter-quadrangles from the National Agriculture Imagery Program (NAIP) are the authoritative source for USDA farm programs and for the USDA Farm Service Agency, providing an ortho image base for Common Land Unit boundaries and other data sets.

Radiometry is verified by visual inspection of the digital orthophoto. Slight systematic radiometric differences may exist between adjacent orthoimage files. These are due primarily to differences in source image capture dates and sun angles along flight lines. These differences can be observed in an image's general lightness or darkness when it is compared to adjacent orthoimage file coverages. Tonal balancing may be performed over a group of images during the mosaicking process which may serve to lighten or darken adjacent images for better color tone matching.

Color Infrared (CIR) digital orthophotoimagery tiles were developed for the entire state of West Virginia by Photo Science, Inc. under contract to the State of West Virginia. The project was completed in 147 planned Flight Lines, 12912000 meters long. Imagery was collected with Z/I DMC metric digital mapping cameras operated by Photo Science, Inc. and Aero-Metric Inc. and accompanied by the collection of airborne Global Positioning System (GPS) data. Orthorectification was performed with GeoMedia OrthoPro and Intergraph Image Station Photogrammetric Manager software. The USGS National Elevation Dataset was used for the Digital Elevation Model. Final delivery consisted of uncompressed 1-meter GeoTIFFS in UTM Zones 17 & 18.

CIR digital orthophotoimagery tiles in GeoTIFF format developed by PhotoScience, Inc under contract to the State of West Virginia were imported for each WV county. All tiles were processed with Erdas Imagine software using geo-referencing information from the input images to create consolidated seamless mosaics of individual counties in Universal Transverse Mercator UTM Zone 17, North American Datum of 1983. The resulting ERDAS Imagine mosaics were compressed using LizardTechs' GeoExpress 5.0.0 MrSID software with a target ratio of about 1:15 to save on storage requirements and to accelerate computer processing and display. As appropriate, tone or range adjustments were made to minimize tone differences between individual tiles and along mosaic seam lines. ArcCatalog was used to create metadata for the compressed county mosaics and associated APFO shapefiles in preparation for distribution.

For DOQ's from panchromatic source each pixel contains an 8-bit gray-scale value between 0-255. A value of 0 represents the color black while a value of 255 represents the color white. All values between 0 and 255 are represented as a shade of gray varying from black to white. For color-infrared and natural color DOQs' a digital number from 0 to 255 will also be assigned to each pixel but that number will refer to a color look-up table which will contain the RGB red, blue and green RGB) values, each from 0 to 255, for that digital number. Areas where the rectification process is incomplete due to incomplete data (i.e., lack of elevation data, gaps), are represented with the numeric value of 0.
